If I deducted TDS on including Service Tax amount, in this case whether Deductee would bear any loss?

you deduct the tds inclusive the service tax deductee can claim the refund.

whatever TDS deducted is remitted to Govt or not is the question. If yes, then the deductee can claim the same in its return of income.
