whethr TDS to be deducted on labour charges which is capitalised to the cost of an asset.

Yes TDS has to be deducted from the payment to vendors towards labour charges irrespective of whether or not such labour charges is capitalised in the books of account

Yes TDS to be deducted on labour charges it does not matter whether it is to be capitalised or revenue in nature.
