Dear Sir
Let me know that if i have not givent pan to bank and bank has deducted tds 20 % on FD intrest and not issue tds certificate (bank has not ask for Pan while FD)so can i get my 16a from bank if yes then any charges i have to pay to bank how much

You can provide your PAN to bank and requet them to revise the return with your PAN so that the tax deducted by them is reflected in your 26AS.
You do not have to pay any charges for this.
Banks are required to download and issue tds certificate from the NSDL website only hence please follow above advice so that you will get credit due to you
