TDS APPLICABILITY.?

16 January 2009 I want to ask that always I see in TDS chart that surcharge will applicable if company turnover is more than I crore or in the case of firm also and in the case of Individual if more than 10 Lac . What does it means, its mean the work which they have completed with us or they are taking about their annual turnover.

Please reply me soon I am in huge confusion.
