09 November 2011 Who issues the TDS certificate? -company or NSDL. (NSDL has listed the procedure to obtain TDS certicate from its website.)

10 November 2011 now only nsdl issues the tds certificate. but u can't download certificate. only dedcutor can download certificate from nsdl site.
