Please advise me, whether TDS has to be duducted, if commission paid to a bhutaneese for export to Bhutan ?

Yes TDS to be deducted u/s 195(Payment to Non resident).

If the commission is earned in Bhutan for services rendered in Bhutan, it is not taxable in India. In such a case, there is no liability to withold taxes in India.
