In case we have to pay the rent from April.10 to Mar.11, for Rs. 15750/- as rent PM, it is compulsory to Deduct the TDS after july 2010

yes as the amount is crossing the exempted limit of Rs. 180000/-

yes TDS should be deducted at the rate of 10% u/s 194I (exclusive of Service tax if any)
