For deducting TDS under 194C , agreement between contractor and contractee is mandatory?

If you read the the IT act section 194C than there is no clause for agreement is given

Yes sir i read it, there is no specific clause regarding agreement in IT act section 194C. but how to we decide agreement is not required for deducting tds
