two separate bills amounting to 18000 and 16000, but payment made amounting to Rs 34000. whether TDS is applicable u/s 194C?

As the wordings used in section 194C sounds as "Any single sum credited or paid exceeds Rs. 30, 000"

if a single bill exceeds Rs. 30000/- then tds will applicable . otherwise not applicable.
