whether tds is deductible u/s 194 J on Medical training ?

Please elaborate the nature of transaction. Who is the provider and who is the recipient of the training.

a first aid medical training was imparted by a medical training institute to a private limited co. Fees incl. Of tranining charges plus training material & certicate fees plus conveyance.
