Whether tds is deductible on payment of sitting fee to directors under section 194J of the income-tax act,1961.

Yes. It has been a matter of discussion earlier also in this section, and the result of discussion was that TDS should be deducted u/s 194J as fees for technical services on directors sitting fees.
