Cau anybody guide about levy of TDS on bills showing service tax seperately regarding circular 4/2008?

but sir, is it applicable to all sections of TDS?

Circular 4/2008 is applicable for TDS on rent u/s 194I only. But the new circular 1/2014 is applicable for all payments wef 13.01.2014.
