Please suggest whether payment made to private person for the use of mines is attract TDS or not?

if given on rental basis then tds will be attracted under sec 194-I.

My case is that mr. A made payment to mr. B for use of mines and mr B then pay this amount as royalty to the Govt. So is it require to deduct TDS of Mr. B by Mr. A if yes then under which section

this is a case of sub renting who ever is receiving the rent Govt and Mr B.needs to deduct tax u/s 194I for giving it on rental basis.
