How I get unique tds certificate number of lic of india because it is not provided in form no.16 a received from lic

It is not a mandatory field to fill in ITR
You can leave this field as blank. it will be okay.
Please note in that sheet which is in red colour is mandatory
hence
1)TAN of deductor
2)name of deductor
3)amount deducted
4)amount claimed
will be enough
