whether TDS on rent as per 194I has to be deducted when if the the client is arranging for TDS exemption certificate.

Until you does not received the TDS Exemption Certificate in your hand,
You are liable to Deduct TDS subject to the Threshold limit.

Yes you have to deduct TDS till you receive exemption or lower deduction certificate. Please also carefully check the period for which the exemption or lower rate of deduction is granted.
