can we deduct tds on waiting charges paid for the tanker kept in the factory premises? if so why?

Hiii.. Pradeep.
I would like to tell u that Waiting Charges for the tanker kept in the factory are in the nature of Detention Charges. Hence its a contractual arrangement between the company and the tanker co.
Hence company is liable to deduct TDS u/s194C for the Detention charges paid.
