I want to know that whether TDS is charge on payment of lease rent of aeroplan ?
if yes at what rate ?
whether any circular for that ?

Yes. It is applicable. rent for plant, machinery, equipment is covered under 194I. Else it can be covered under 194C. The safer route is 194I. If receiver of rent is not agreeable to this, please ask him to produce a certificate from ITO for lower or no deduction of TDS.
