Tcs on sale of banyan waste by a reseller

Dear Experts, whether TCS to be collected by the re-seller of Banyan Waste from the buyers. Re-seller is having TAN, and the buyers may or may not reuse the same for their manufacturing process. Note that, here re-seller, sells the excess of banyan waste he has. Thanks in advance.
