Can any one kindly explain me the content of notification no-12/2003 ST, dated 20.6.2003 for claiming abatement in certain taxable services like tour operator services etc?

this notificationno-12/2003 ST, dt 20.06.2003 meant for goods transport agency taking abatement 75% not availing cenvat.
