Sir,I have done a e filing for assessment year 2013-14 on 2/7/2013.Has CPC started issuing refunds for 2013-14 assessment yer.Also, by when do you think I should be able to expect my refund

Yiu should have got the refund by niw. Please check the refund status from website.

If the amount of refund is more then time taken is also more so wait as rightly suggested by ganeshbabu.
