Tax exemption under sec 80dd

Hi All,
One of my dependent suffers from Hearing loss for which there is deduction under 80DD. I was not aware of this till now and could not claim, even though the hearing loss exists from almost 5 years.
My 2 questions
1. Now I am yet to file the IT returns for FY 2011-12 (AY 2012-13), if I get a medical certificate now, will I be able to claim for refund for FY 2011-12, as the medical certificate will have date after 31st March 2011?
2. 80DD states that deduction of 50,000 for disability 40-80% and 1 Lakh for disability >80%. Is this a flat deduction or limited to the amount we spend on the treatment of the dependent?

1. u can claim refund for year 2011-12

As I am getting medical certificate only now the date on the Medical certificate will be after 31st Mar like July 12. Can I claim refund for previous financial year. Just wanted to double check it with you.

if u have made payment in previous year u cn claim deduction ,as expenses incurred is importnt,u cn produce certificate later,let me know when was the payment made?

Payment is made both previous and this year.
What is the procedure to claim refund? Do I just need to mention deduction while filing returns or do I have to show the certificate to some one?
