I have a client,by mistake he applied the PAN card twice and now he want to surrender new PAN card.
so how it is possible to surrender online process ???????????

you can write a letter to your Jurisdiction Income tax officer about the PAN details and submit the same or
Fill the change in PAN Data application online with point no.11 Mention other Permanent Account Numbers (PANs) inadvertently allotted to you and submit the application

yes you can write application for that and sent to issuing authority and send by registered post and return the original PAN. mention you another PAN in application.
