Can a director who does not want to use his DIN in future and is currently not a director in any of the Company can file form DIR-5 for surrendering his DIN

The rule says the person never have been appointed as Director in any company
and DIN has never been used for filing any document with any authority is only
eligible to file DIR-5.
If the above rule is satisfied, please file the form.
