1. Is Surchage abolished for all the assessees i.e. even for Companies & Partnership Firms for F.Y. 2009-10?
2. Is Education Cess also abolished for all assessees for F.y. 2009-10?
3. From when is the new Finance Act is applicable?

Surcharge is abolished for all except companies for F.Y. 2009-2010.
No education cess is not abolished.But both of EC and SC abolished for TDS except in some cases.
Finance Act 2009 is applicable w.e.f 01/04/2009.
