The term Subscription list is generally used in IPO or fund raising from public.
When an issue of share for public is open to invite public to subscribe for the shares of the company The same is called opening of subscription.

There are certain rules fixed by SEBI regarding opening and closing of subs. list. Like a subscription list should be open for a particular period of time.
