what rights do any articles have if there stipened is not increased according to the provisions of ICAI Act, 1949....

but notification issued as at 27/03/2009, Mr. President had clearly said that form 109 is now cancelled..... so how to do complain.

Form 109 is for Transfer. Not for complaint. You can complain on a plain paper also. But beware, it can cost you negatively. So pls take action after considering all pros and cons.
