St on transportation byroad

Service tax on transportation of goods is paid by the person who is liable to pay the actual ex pence, but can u tell me the treatment of that service tax in books of that person weather St is treated as ex pence or service tax input

02 May 2013 treatment in the books depending on credit allowed or not.
if input not allowed = exp.
if input allowed = service tax input under current assets.

to check wheteher allowed or not.
Allowed as per the definition of 'input service' only when used for providing output service or manufacture of final product.
-2(l) of Cenvat Credit Rules..
but only the transportation of 'input' and 'capital goods' is allowed, so it has to be checked what is transported. for input check 2(a) for capital goods check 2(l) of cenvat credit rules
