If goods sold via e-way bill are refused by the buyer, you must still declare the sale in your GSTR1 return. To account for the return, you should issue a credit note against the original tax invoice. For physically returning the goods, a Delivery Challan (DC) with a new e-way bill is required, especially for high-value items, or you can arrange for your own staff to collect them.
