What if the list of governing body members which is to filled annually is not filled..Consequences?

Delay on account of genuine grounds is always condoned by Charity Commissioneer. In that case penalty is not charged. At the other extreme, the other course of action could be appoint the administrator to find out the reasons and then charge penalty. This is done by Charity Commissioneer either suo moto or at the instance of any complaint by the interested party.
