shorter notice is allowed if consent of ALL members is obtained, but how it is practically possible?

You are right.
If there are a large number of shareholders it shorter notice concent is very difficult to collect, but it is possible.
But if able to collect 100% consent then done. 100% consent is required in case of AGM.
