SHort cover and short sell WHT IS DIFFERRENCE BETWEEN 2?

Short Sell means selling the shares/ futures/ options without owning the same.
Short cover is the next step after Short Sell i.e. Short Sell Transaction need to be closed hence covered, is called Short Cover of shares.
