whether shares can be issued on premium for more than face value? what should be the maximum price of premium at which shares can be issued in respect of changes taken place in year 2011?

yes. shares can be issued at premium. there is no limit. However shares are to be issued on the basis of valuation rules.

As per sebi regulations price can be charged upward or downward 20% max.
