Share allotment in case of right issue

15 December 2015 Dear Experts,
I have two queries
1) Wile attaching list of allotees in PAS-3, complete list of all shareholders to be attached or only those whom we allotted securites .Ex i have 10 shareholders and now i am making allotment to 3 new shareholders via right issue. ??
2) One of the Allotee is NRI, do ineed to attch Valuation Certificate since i am issuing securities on premium ??

15 December 2015 but sir it is giving option to attach valuer certificate only if security is alloted apart from cash.

Can i attach the valuer certificate in optional attachments
