we have paid excise duty on purchase bill. can we take set off against service tax payable?

1st if the service tax is on any abated/exempted value and there is any condition that u cant take credit on inputs, then u cant.
next check cenvat credit rules 2(a) and 2(k).
in short, we need to check which service and which credit to see the eligibility
