Set off of vat permisable for electricity bill

manufacturing company are laible to take set off of vat on electricity bill. Kindly advice with section and ref. rule.

According to my knowledge, Electricity is not liable to VAT, because it is not a goods.

If the VAT is charged on EB, it can be deducted from VAT payment.
