Hello Experts, one of my client has started new business of BPO in which he provides major services to foreign clients. In this case, is he liable for service tax registration on exceeding the prescribed turnover?

It is advisable to take service tax registration as this would help you claim refund of service tax paid on input services (Rule 5)
