service tax payment and late registartion

I have started my inspection services for the cargo meant for export in the year january2008, But I got registered with service tax dept in the year march 2009, and I am paying service tax since registration. Can I able to Pay the tax now for period of january 2008 to march 2009 (lastYear), My turnover for the last year was 24 lacs,.pl advise

05 April 2010 As you said your turnover exceeded the exemption limit last year, (i.e. Rs.24 Lacs), in service tax as soon as you cross the exemption limit, you are liable to pay service tax. And In my view, you should pay service tax plus Interest.

But one question,this payment attract penalty??since the registration taken on march 2009, and paying regularly for the currect year, when we receive show cause notice (received on march 2010)to pay the remaining dues, should they charge penalty on us for late payment? or we need to pay only tax +interests,.
