Service tax on work contract

Is Service Tax applicable on a contract for electric labour work where the contractor did the work from his own labour without mentioning the No. of labour and the have no link with service receiver

In the above case service tax will be applicable since service is provided. The above taxation will be subject to charging provisions of service tax section 66 of Finance Act, 1994.
