can somebody please explain limit of Rs.750 and Rs.1500 in case of service tax on transporters???

For Rs. 1500- where the gross amount charged for the transportation of goods on a consignment transported in a single carriage does not exceed Rs. 1500 .
For Rs. 750- where the gross amount charged for the transportation of all such goods for a single consignee does not exceed Rs 750.
For Rs. 750- where the gross amount charged for the transportation of all such goods for a single consignee does not exceed Rs 750.
