weather service tax is payable by a company on service received from transporter where turnover of company dose not exceed Rs. 10 Lacs

The exemption is to a provide and not. To a recepient liable to pay under reverse mechanism as a deemed provider

Irrespective of company turnover, if the company is paying freight towards transport of goods by road, then the recipient of the service has to pay the Service TAx on 25% of the value.
