please briefly define the provision related to the service tax payment of any transport service provider?

service tax would be paid by consignee if consignee fails to pay this then the ultimate burden is with the service tax provider.

Tax liability will be on the person liable to pay freight(consignor/consignee), if the consignor/consignee fall under any of the seven specified catagories.
In other cases, the service provider is liable.
