If Restaurants has licence to serve alcohol
but has no air conditioner facilities is service tax applicable?

I want advice prior to 01/04/2013 till the date of mega exemption notification (01/07/2012) will service tax will be applicable on non air conditioner restaurants which is serving alcohol?
