Service tax on restaurant

Annual turnover of a restaurant is 22.00 lakhs. After abatement of 70%, it is 6.60 lakhs. Pl. clarrify me whether 10.00 lakh exemption limit is on 22.00 lakhs or on 6.60 lakhs?
