Service tax on import of software from israel

if will import sarin company software from israel than do I need to pay service tax. because nowadays central excise department are charging service tax on imported ( purchase) sarin software

software is a goods, excise duty will be applicable on import of software. If you are taking the services from non taxable territory then recipient will liable to pay service tax under reverse charge system.
