service tax is payable only on services not on goods purchased or procured or imported.

Whether service tax is applicable on Charge collect fees which is a particular percentage of freight, collected for collecting freight at destination port.

understood that for inward goods you are paying certain freight charges on percentage bases. If it so, it is liable for service tax.
