Question 1: Who will pay service tax on freight by road, service provider or receiver? Please reply in detail

Your case is covered by Reverse Charge Mechanism in which the service receiver is liable for payment of service tax.

All the service receivers like are liable or There are specified service receivers who are liable like Companies, firms or other specified receivers.
