Is service tax applicable on if service tax provided for testing & commisioning of uv detection system on offshore & bill raised to PARTY who is outside India

Yes, definatly service tax is appicable as the source of service is in india.

If a part of the service is performed outside India and the considerration for it is received in foreign exchange, the it would qualify as export of service where you the option not to pay the service tax.
