Is the payment to the anchor(i.e. host of the program)liable to service tax?

Yes covered under Event Management
But if the threshold limit of the host is below ten lacs when he has received the payment from you then it is exempt
For this you need to check with the host whether he is registered under service tax, if he is registered then he has crossed his threshold limit in the preceding year and is liable to pay service tax.
