service tax in freight

a company is earning income of freight from its customers and pays less freight(including service tax) to its suppliers.Overall it is earning margin on freight which is received from its customers. will it be liable to service tax, it is not registered in service tax for freight.

Goods Transport Agency (GTA), Tax only on 25% amount in his invoice (Payment will be made by consignor/consignee who is actually paying freight) 1/2006-ST dated 01-03-2006 No. 32/2004-ST dated 03-12-2006, (It will be liable to Tax if earning yearly above Rs. 4,00,000/-)
