Service tax applicability on aadhr card

Aadhr card generation is taxable service but if company are making updation in already generated adhar card. is this activity liable for service tax?

In my knowledge Aadhar Card is made free of cost , thus the basic condition of service as mandated in Sec 65B(44) i.e. consideration is not fulfilled, thus service tax is not applicable....

Adhar card generation is free of cost but at the time of updation, company are taking charges for that activity.
